With independent MA's, the time spent does result in different fees. With spa MA's, I think they probably work on an assumption of 1 hour sessions at all times, even if you're taking only half-hour or 45 minutes for the room. Now, if you want to go with more than 1 hour, then that might result in higher fees for the girl. So basically it's flat tips for upto the first hour, variable only by the level of service obtained.

You could try Luscious Lilly in the Westboro area. Typically, indies are more flexible about the services they offer, since they make their own rules in their own place. As for being cheaper? Not necessarily, they still have to pay for their own rent and other overhead. The only real difference is that they don't break down the fee into a door fee and a tip fee, it's all just included together in one fee.

I've heard of proposed bills being referred to the courts prior to enactment just to make sure they have a minimal chance of being constitutionally acceptable. It's not a full hearing and debate, just a referral with a quick yes or no. The government can still try to enact a law even if the court suggested it may not pass muster. But of course, then if they push through with that legislation, it's guaranteed to be challenged and struck down by the courts. At that point, they can't complain that no one told them so ahead of time. However, that may only be a last minute decision to ask the courts. The Justice Dept has its own lawyers who can provide interpretations earlier. They may only need to consult the courts, just in case some part of a ruling is unclear.

I understand the need to be careful about a pimp, but once they've made their rounds and determined that there is no one else in there, why remain in hostile mode? They should change to sympathetic mode. Just explain that they were checking for pimps, and now they are ready to help if she wants it.

Not if they don't want it immediately challenged and thrown out in another round of court battles. I suspect that the courts will be advising the government prior to any law they prepare.
