I agree that SP fees should not be negotiated. Anyone looking for less service that what is offered by the SP they choose to contact should pay the fee and enjoy the limited activities they want.
If someone only wants a BJ or a HJ then there are plenty of other places to go where a la carte menus are available for that kind of thing. If you contact a full service provider, you should simply pay the full service rate requested without haggling. Negotiations are insulting.
If the person negotiating is just cheap and looking to nickel and dime, then its best that all parties walk away early. The fee is for the time spent in the pleasure of the company of your chosen SP and not for any particular activity shared during your time together.
