The crime of buying sexual services is becoming more expensive in Russia as prostitutes increase their rates to offset the free-falling ruble, regional media reported. An escort agency in the northern port of Murmansk has raised prices by 30 to 40 percent, news website Flashnord.com reported. The pre-crisis price was 3,000 to 7,000 rubles ($55 to $130 at Thursday's rate) per two hours of "spending time with an agency employee," Flashnord said Tuesday. The price will likely be pegged to the dollar in the future, the website said. Though prostitution is illegal in Russia, the report gave the name of the alleged brothel, Madlen. A representative of another "escort salon" named World of Sex in Murmansk was cited as saying that the enterprise "is trying to keep prices as they were, but life's getting more expensive, and girls can't work at a loss." In the Urals, sex workers have raised prices by between 50 and 100 percent, Uralpolit.ru said Wednesday, citing unnamed clients of prostitutes. In addition to the falling ruble, the sex tariff inflation may have been boosted by an influx of sex workers fleeing war-torn Ukraine, the website said. The new competition is forcing local sex workers to hike their rates in order to pay their bills, the report said. The ruble has lost almost 40 percent of its value against the dollar since the start of the year due to an economic downturn. Sex workers make up about 1 million of Russia's 142 million population, Deputy Interior Minister Igor Zubov said last year. Prostitution is punishable with a fine of up to 2,000 rubles ($37) in Russia. Pimps face up to a decade behind bars.

Each woman's breast density was assessed by examining their mammograms. The women then answered a questionnaire about how often they consume sweet foods (such as chocolates, cakes, and ice cream), sugar-sweetened beverages, and how many spoonfuls of sugar they add to beverages or food. [B]The results?[/B] â??We found an association between sugar intake and increased breast density among both groups,â? says lead study author Caroline Diorio. However, it was as if the women had two biologies: The postmenopausal women who ate more food that also included fat saw an increase in breast density, while the premenopausal women experienced more breast density when they consumed sugar-sweetened beverages. And it wasnâ??t like these women were pounding the soda; they were drinking just three sugar-sweetened beverages a week. I would not confront the child abusers, sorry, potential child abusers directly about what was overheard. That would likely result in their being more cautious about their outbursts in the future to avoid detection. Also, no good deed goes unpunished - confronting the parents in any direct way could exasperate the problem as well at putting yourself at risk of immediate danger or future retribution. There is also a chance that the parents would punish the kids further at home for causing the conflict. I would clandestinely turn on my cell phone audio/video recorder to capture any additional evidence I could. Calling 911 is probably inappropriate as the kids are not in immediate danger but I would call the non-emergency police number as well as child protective services, if the police don't arrive before they leave I would note their license plate if they have a car and speaking with the waiter/waitress that served them, because if they paid with anything but cash the police will be able to locate them in minutes.

Police officers have a message for state lawmakers: Undercover officers need to be able to have sex with prostitutes. It's a message they're pressing as legislators weigh a bill that would crack down on prostitution. As part of that bill, lawmakers initially did away with an existing exemption allowing officers on duty to have sex with prostitutes during investigations. But after testimony from Honolulu officers, the bill was amended to restore that protection. The revised proposal has passed the state House and will go before a Senate committee Friday. Authorities say they need the legal protection to catch lawbreakers in the act, and strict internal controls prohibit misconduct. "The procedures and conduct of the undercover officers are regulated by department rules, which by nature have to be confidential," Honolulu Police Maj. Jerry Inouye recently told the House Judiciary Committee. "Because if prostitution suspects, pimps and other people are privy to that information, they're going to know exactly how far the undercover officer can and cannot go." But critics, including human trafficking experts and other police, say it's unnecessary and can further victimize sex workers, many of whom have been forced into the trade. Expert Derek Marsh says the exemption is "antiquated at best" and that police can easily do their jobs without it. "It doesn't help your case, and at worst you further traumatize someone. And do you think he or she is going to trust a cop again?" asked Marsh, who trains California police in best practices on human trafficking cases and twice has testified to Congress about the issue. It's not immediately clear whether there are similar provisions in place elsewhere either at the state law or department policy level. But advocates were shocked that Hawaii provides an exemption to prostitution laws for police, suggesting it's an invitation for misconduct. "Police abuse is part of the life of prostitution," said Melissa Farley, the executive director of the San Francisco-based group Prostitution Research and Education. Farley said that in places without such police protections "women who have escaped prostitution" commonly report being coerced into giving police sexual favors to keep from being arrested or harassed. The Hawaii bill aims to ratchet up penalties on johns and pimps while leaving the punishment for selling sex as a petty misdemeanor. Police haven't said how often -- or even if -- they use the exemption. But when they asked legislators to preserve it, they made assurances that internal policies and procedures are in place to prevent officers from taking advantage of it. Democratic state Rep. Karl Rhoads, chairman of the House Judiciary Committee, said Inouye's testimony convinced him to amend the proposal. "It's a really murky area," said Rhoads, who represents a district that includes Honolulu's Chinatown, a longstanding epicenter of street prostitution. "I was reluctant to interfere in something that they face all the time. If they think it's necessary to not have it in the statute, this is one area where I did defer to them and say, 'I hope you're not having sex with prostitutes.'" There have been instances of police being accused of victimizing sex workers across the nation. In Philadelphia, a former officer is on trial facing charges of raping two prostitutes after forcing them at gunpoint to take narcotics. A former West Sacramento, Calif., officer is awaiting sentencing after being found guilty of raping prostitutes in his police cruiser while on patrol. And last year in Massachusetts, a former police officer pleaded guilty to extorting sex from prostitutes he threatened with arrest. Rhoads, chairman of the House Judiciary Committee, said he knew of no reason to believe Honolulu police are out of line. "All allegations of misconduct are investigated and the appropriate disciplinary action taken," said Michelle Yu, Honolulu police spokeswoman, in an email.
