Mars_Bound 110 Report post Posted July 25, 2010 A friend of mine wants to start an escort agency in Ottawa. Does he need a license to do so? does such a thing exist for escort agencies?
Grass_Hopper 18263 Report post Posted July 25, 2010 Yes! As every buisness! and as every buisnes, you hav to keep accounting books, declare any revnue and justify the expenses... I think the shitty part is to pay taxes, as every buisness... Also, not too sure about this one, since I'm registered in Quebec, but I THINK you have to produce a certificate of good conduct... He may want to consult a lawyer before doing this kind of move... It's a very touchy domain, legally...

mod 135640 Report post Posted July 25, 2010 I did not think Ottawa had municipal bylaw escort licences? This is what Mars is asking is it not? Yes you technically need a master business licence (hst number) and that has nothing to do with what type of business it is. And yes he/she should speak to a a lawyer for sure. Because it seems in Edmonton, Vancouver and Montreal there is a specific license for Escorts (independent) and Escort Agencies. The license allowing them a degree of legality. But from what I have heard, in Ottawa there does not seem to be a license for the specific category of Escort Agency.

I think you will need an office location as part of the application, and for an escort agency I think there would be no possibility of that location being available as an incall, but the escorts get sent out on dates and can hang out there for calls, at least in vancouver. These are separate categories in BC and AB, because the cities there Love to charge 10x as much as any other business license. It seems like Ottawa does not distinguish and so does not pimp itself out like the other cities.
mod 135640 Report post Posted July 26, 2010 These are municipal bylaw licenses (Not giving you ANY degree of legality for prostitution but they are not stupid they do know what goes on). These licenses DO NOT make it legal to run a brothel or live off the avails of prostitution. Some cities do use it as a cash grab and seam to turn a "Blind eye" to it. Your friend needs to speak with a lawyer. These licenses are just bylaw licenses saying you can use the term "escort" and advertise and do business in that city (If they catch anyone doing in call prostitution or making money off someone else doing prostitution the actual REAL police can step in and charge you under the criminal code of canada for living off the avails or common bawdy house. Again... THESE MUNICIPAL BYLAW LICENSES DO NOT MAKE INCALL/BROTELS or LIVING OFF THE AVAILS OF PROSTITUTION LEGAL IN ANY WAY!!! So Don't be fooled!! All these licenses do is (1) make money for the city (2) make money to pay bylaw officers or local police force to patrol your location (3) keep tabs on you and (4) give you the false sense that what you are doing is somehow legal if you have a license. If the RCMP, OPP or Local police choose to charge you with Living off the avails and running a common bawdy house your SCREWED!! and the license means SQUAT. Cowboy kenny 50799 Report post Posted July 26, 2010 this friend ;) of yours might want factor in other considerations about starting an agency in Ottawa. I won't go into it here but there are far more reasons in the "NO" column that outweigh the "Yes" with regard to running and starting up a traditional agency in this city, get him to do his research and I'm sure the answer will be clear. etasman2000 15994 Report post Posted July 26, 2010 Maybe my perception is skewed because of cerb but there seems to be more indies in Ottawa then agencies. Might effects the barrier of entry for a new agency.
