Only Lyla members can fill out a Lyla recommendation and doing one is an option. Some do these and some choose not to. It's always no harm to ask him to write you a recommendation. Request him politely. But, in order to do so, he must be a sworn member of the lyla board. You may want to provide a hint that he doesn't have to go into much details. A few sentences will suffice, say describing yourself, your character and the atmosphere that you'd created.
