I could see trying to ban the littering card-flickin' escort advertisers from the streets of Las Vegas where prostitution IS illegal. Unlike the Brothels that you have to hunt for in obscure locations in Nevada, those Las Vegas cards are very public ending up in the hands of children and tarnish the beauty Vegas has to offer.
