signal and other secure SMS apps

Regardless of what end of the situation you are, if you expect to use SMS to make appointments or find out where you need to go, then be cautious with applications like Signal, iMessenger, etc. They are great because they provide much better privacy than plain SMS.  But, in many cases, once they figure out that your remote party is also on that service, they use IP rather than SMS.  Not a problem, as long as you have data.  So, if you don't have data, because you rely on WIFI, then when you are elsewhere, you won't get your messages if the other party is on Signal.  And there are not much in the way of feedback to say that they aren't going through.

If there are settings to turn Signal off for certain numbers at certain times, I haven't found them yet.
