Usually that's because the provider in question has requested it, and their opinions are more important than ours. No matter if DNR(Do not review/reco) or DND(Do not discuss), it limits public discussions. No matter if the request was made here, on a private website or other board, it should be respected. Even if the policy is sometimes abused(for whatever reason), it's part of the board rules and we should understand why some may ask for privacy to protect themselves and possibly others.
