Communication is illegal in a public place. Private communication by phone or email is not considered public communication, so the communication part is legal.

...but communication could be used as evidence that you are operating a common bawdy house.

The practice of the law is generally more relevant than the letter of the law. I would suggest reading into bawdy house charges in your are and seeing under what circumstances were charges laid and how did they go about their investigations. Not all details will be released to the public, but learn what you can. Knowledge is power!

For that matter, so too could the published info in her ads be used as evidence for bawdy house charges, since she openly advertises that she offers incalls.

Those things may be used, but my pov is don't put it in writing. Don't email rates and don't include them into an advertisement. Don't text it either. Don't agree to meet a client in a public place that ends up being a conversation in public about rates and services.

Only discuss rates and services by phone call. The phone call has been clearly ruled to be private communication and perfectly legal.

It is rare to find any indy sp facing any kind of repercussions about offering incalls. It is more likely when the location is a shared one, or someone else is running the show. It is more likely when the sp is loud, busy, and otherwise drawing attention to the number of visitors at her door (such as providing at a house or basement suite, or coming down to the lobby of an apartment building several times a day many days a week to meet men and escort them up to her apartment).
