So what are cities to do? Very little, argues Gordon Price, who spent 16 years on Vancouver city council.

 

"You're in this situation where you can't legalize it. You can't even decriminalize it. You can't legislate it," says Price, now director of the City Program at SFU.

 

"So you define a category of use where you're not explicitly allowing anything illegal to occur, but nudge nudge, wink wink. That's quite key to the positioning of [the licence]. Everyone just delicately walks and hopes the eggs don't break."
