posting an image...HELP

This is kind of silly, and maybe this is the wrong section...I saw a funny pic that I wanted to post in a new thread. when I click the attachment ico or the "manage attachments" button, nothing happens. I can't load anything up.

 

can anyone tell me what I'm doing wrong?
