QUEBEC CITY - Partner-swapping, an erotic clothing parade and sex games will be featured at a swingers festival that has rankled town officials and raised questions about the event's legality.

The Adam & Eve nudist camp in Sainte-Brigitte-des-Saults, an hour east of Montreal, will host the event from August 7 to 12.

Newspaper ads say the event is for "liberated" adults who want to engage in outdoor sex.

"It will be possible to practice swinging in campers, on campgrounds and along trails," campsite owner Gilles Chantal told QMI Agency.

"On the other hand (swinging) can't be done in public places like the restaurant, the bar and the swimming pool."

He denies he's operating an open brothel.

"There are rules here: The activities are between consenting adults and there's no prostitution. We've organized festivals like this for at least 10 years and it's totally legal."

Campsite volunteer Eric Guyon makes no bones about his support for swinging.

"After working all week, when people have paid off their debts, they come here, they go into the woods and they do what they have to do."

Town mayor Jean-Guy Hebert said he was surprised to hear about the swingers festival when QMI Agency told him about it.

"Our council will definitely meet with provincial police after the holidays to see if there's a way to regulate these activities with a bylaw," said Hebert. "We'll seek the advice of our legal advisers."

The Supreme Court of Canada legalized swinging in 2005, but criminal lawyer Robert La Haye, who brought the case to the high court, says it's governed by very specific rules.

"The activities must take place between consenting adults and away from people who could be disturbed," he told QMI Agency.

Provincial police said they hadn't received complaints about the swingers festival as of early this week.
