It's not helpful when the answer to "is this legal?" is "no, but you probably don't have to worry about enforcement." We need the law to be sadly applied, then challenged and revealed to be ridiculous. However, I have seen governments do remarkable things including finding rationales to override legislation when it is in their own self-interest. It is indeed amazing how the "fine print" can be interpreted when a political need arises. So let's all be vigilant and active in this regard.
